When you say it hasn't been done properly, what exactly do you mean?  What are the symptoms?

The grey patches could be because of the surface not being completely dry when it was sealed... usually look silvery but can look grey.

without photos or any other information it is difficult to say, but it sounds like it may be a moisture problem when it was sealed, you need to find out what type of sealant was used, get hold of some thinners and spray onto the affected areas.
Rub hard with a stiff brush to release the trapped moisture and let it dry again.  This sometimes works but not always.

Like I said, without more information it is impossible to be certain of the problem.

They go grey when acrylic is put on top of polyeurethene and vice versa, they start to delaminate and look like that.

its clay block paving!!!

i would not seal clay paving as the joints are so wide and i would only ever use "22" on it one coat. i would never use an acrylic sealer on clay.  i dont seal anymore anyway as to much hassle.

Not sure if they are clay from the photos, looks more like efflo or surface might not have been completely dry when sealed hense the grey blooming.

i know they are clay as they have those little holes in the surface. concrete blocks dont get them. the holes hold little gritty bits and sand.

I've seen CBP with pitted surface plus these have been sealed so from a photo hard to tell
