He's clearly just a chancer with all the other businesses he is selling.
This is purely a case of you give him x thousand pounds, then he goes shopping to buy the items and pass them onto you.
Window cleaning, carpet cleaning, car valleting, cake making, massage, jewelery the list seems endless But the adverts are identical other than to change what the 'profession' is

Notice in the text it says you will get a 'Top of the Range' carpet cleaning machine. 

Lower down it says when you pay your 50% deposit your Window Cleaning equipment will be despatched.

No further mention of the carpet machine

If this package actually included everything as described then it may be value for money, depending on what the carpet machine is, but I wouldn't touch it with a bargepole

That is a realy good point, if he has a number of satisfied customers then he should be able to give a few web sites to contact the mug eh window cleaners
