Put a dwarf in the lid and give him a cloth
,
On a serious note if you can take the tank out and jet wash it,if you can't take it out drain it and use an unger clamp or something similar with a microfibre cloth on a small pole, dirt will stick to it when its wet and will remove algae at the same time,I put a towel in first to soak as much water up as possible before using the microfibre cloths, thats what I do and it works a treat but I am sure theres easier ways

Even if you can't get it out, a garden hose with jet attachment does pretty well too. I chucked in isopropyl alcohol after the clean. Drove about a bit, thought it might kill off any residual muck in there.
