At least he's using ladder mitts   ;D .   It amazes me how many traditional window cleaners won't make such a low cost, very basic investment in their safety.  It protects the sills too.  The daft thing is that if he was using a stand off to hold the ladder away from the building, he would probably be able to reach the top without a pole at all.  It even looks like he has the ladder the wrong way round (check where the sections overlap).
The odd thing is that the car reads "Window CLEANING" rather than "WASHING" but it's in the USA.
God I must be sad to notice all that :)

I like the way hes working really slowly, the way you do when youre trying not to fall off a ladder!!

think most long term window cleaners have done this kind of thing before wfp how else would you have done this job
