Have you tried a parish magazine?
I advertise in the sheaf which covers the villages between beccles, bungay, halesworth to mutford. Good little advert for a tenner a year. If you want the contact details let me know. There's a few 100 quids worth of work that i have lost or dropped for various reasons, but what didn't work for me might for you.
I can also give you the details of some ex(ish) custies if you want to cold call them. 
I also approached via the vicar of somerleyton church, someone out there who runs their parish mag. They have 600+ reach. They wanted £60 to put a leaflet in with one of their mags. Once only though. I passed on that one.
But somerleyton, blundeston area looks alright if you can get in there
