I tip the water off down a roadside drain then bag the rest up. Customer wanted to keep the sack full of rubbish yesterday for his compost heap.

No im not sure, thats why it should really be checking with your local authority or environment agency. For starters you need a waste carrier licence, as you will have residual waste with you even if you dont take any of it. unless you clean it up that well at the property you had just cleaned, but i cant see that happening.
It may not be such a big deal to you and me, but to those enviro types it could be a ticket to a fine.. however likely you are to actually getting one ive no idea.
All im saying is check first.
