at 16 i would never trust them unless you know them very well , and if you do, tell them where you want them to put them out. if you do trust them then 40 a day mate per 1000 .

why not pay them by the hour and at least he wont bin them, and then give him a bonus for clearing so many. But them hin know that all the areas are spot checked and go out to one or two closed and make sure he isn't just leaving them at the door of the close or anything.
Give him certain streets as well, tell him where you want them to go, save him posting in customers you have or dont want.

I've recently enlisted some help on this too. The person who is doing this is someone who I totally trust. We agreed on comission only plus I give him some money to cover his petrol (+ a little bit). The commission we agreed on was 50% of what I take for the first clean plus 50% of what I take for the second clean (if anything). Assuming I get 1 job per 100 leaflets, this should be about right. If I get a lower response than that, it would still be OK if the jobs are decent sizes.

I used to pay £30 per 1000, but I put an ad on gumtree.com and found pleanty of people to deliver them for £20 per 1000.
I Tell them that i will be canvassing the houses they have delivered to a week later for quotes.
