1. can you fill up on site

A. Yes but a pain, and not all will like it, best to fill up at home / unit

2. how long roughly would it take to fill 650 ltrs ?

A. depends on the RO you buy from 24 hours to 6 hours or if in a soft water area use mix bed resin and your fill up a lot faster

3. where dos the waste go if you fill up on site

A. on the floor, or put the waste hose down a drain

4. which would be the best system to go for ?

A. up to you for that money! here is a list!
