wouldnt worry about removing paint , sounds like they just want it clean !

Then use a scraper , paint on upvc will easily come off , Make sure its sharp !

If it is just emulsion it will come of with a bit of elbow grease. Be careful if you use a scraper, you could et a bill for the frame. I had a problem with paint thrown on a window and upvc frame, I found HOMESTRIP in B&Q it is non solvent and worked very well.
