Ladders MAY be banned. It depends who you talk to. However, as nobody is enforcing it its not really an issue.

the fire brigade now have to wear harnesses when climbing ladders and use crampons instead of hands as they climb!  So - no hands on ladders is safer?

Funny how my insurance co wanted to know if I used ladders or not.
