These windows are abso minging to say the least

take a look theres no elec's below or anything dodgy

and there's a cleanable floor ( with a mop)

Chris, i see on the last pic that the bottom window opens to the inside there for all water coming from avove will mostly go straith out, if they are all like that i belibe you already have your anwer, do them WFP and then the bottom 1 by hand :)

Couldn't you use a portable hand held steam cleaner for the frames as it would probably be quicker considering the state of the frames.

You should try a steam cleaner. The dirt lifts and blows off a lot quicker than cleaning by hand :).  Try a sample area with a good steam cleaner if you can borrow one.
