What ever they ask for. Normally that stuff comes later, all though they might ask for proof of liability insurance. I would be too keen to submit a risk assessment method statement for a job that I only might get. But then again if they ask, then to be in with a chance you have to give.
I do stuff for the NHS and have showed insurance once in 6 Years and never been asked to submit a risk assessment.

A friend of mine was the site and facilities manager for one of the trusts. I still had to tender against big companies. Yep sometimes it's who you know that counts. If you can find out who is the building manager or contacts manager or facilities manager and then just send a letter offering your services, you will probably be contacted when the contract comes up for renewal. However most contracts like that are driven on price and nothing else.

I've never tendered on a contract myself mate but I found when I subbed work a few months back I had to increase my public liability from 1 to 5 million a year.
