Hiya Steve,
I dont see how it can work either. If the sand is wet it wont go down those little old cracks, don't care how you try, rotary brush or not. It might look like its happening but i should't mind betting that after a week of hot sun there are unfilled spaces everywhere.
Maybe I could be proved wrong by someone but I cant see it myself!!

Hello, I saw this a while ago, I assumed that if it was wet when they did it they would have a water spray on the brush to drop the sand to the bottom - I dismissed the idea
