That does come as a welcome relief.

Not too impressed with the last paragraph though:

"A public consultation on whether water firms could impose compulsory metering in "water stressed" parts of England will end on 24 April.  "

Shall have to do some research to find out more about this.

Oh yes.  That must be one of those secret "public" consultations that Government bodies have about all manner of things.  They had one about forcing smaller businesses into the VAT scheme a few years ago too.  I only became aware of it when I saw a tiny portion of a paragraph in a Sunday paper a few days after the "consultation" had ended.  Still wrote to the idiot who did the alleged consulting.  If no-one complains, they assume it's OK.
