Either send the backpack back, or take it apart, check the hose connections on the pump, you could be drawing air in.
Is the powerpack fully charged?
Is the pump running right?

my backpack was just the same,so I fitted hoselock micro jets(green ones) to the brush and it was fine.

you can get the jets from any garden centre,hope this might help

thanks lads .. sorted it... it was the hose connections... the ones with the stop lock things on.... just replaced now fine.... 40 psi dave... thanks for all your helpful comments.
