meaning of Ionic?

Hi all,
I was just wondering if anyone can explain why cleaning with pure water is described as 'Ionic' cleaning?

Cameron,

"Ionic" is a term frequently used in the water treatment industry to describe the attraction of anions and cations.

If you think about window cleaning its a good word to descibe the process by which pure water attracts dirt and cleans glass.
