Pump advice

Hi guys' i'm having issues with my pump' its started pulsing  on my  preffered working setting but when i take the controller up to the max ( 99)' i get a constant flow and after using it on maximum for 10 minutes or so i can turn it back down and its fine..any suggestions?

May have been a bit of ice in the system, or hoses.

what time of day did the issue start ? was it in the morning after freezing temp night before ? if yes before you leave home make sure you have running water ,also take 5l of hot water with you to pour over hose reel along with pole  in cab so it can warm up on way to first job then the jets wont freeze.
i do all the above but wont consider cleaning above minus two

its been the kast couple of days' no freezing temps.
