It's S Mode.  It's a safety feature that prevents any software that's not from the Microsoft Store from being installed.

To turn off Windows 11 S mode, you can do the following:
Open Settings
Select System
Select Activation
Under Switch to Windows 11 Home / Pro, click Go to the Store
On the Switch out of S mode page, click Get

Then follow the on-page instructions
