Your own brain - that’s not a sarcastic answer - we have used several and they all seem to suffer the same issue that they follow postcodes - unfortunately that does not allow for blocked off roads - one streets and things like this

In the end it was better to list everything out - sort into a proper route and stick to it

These things maybe better in cities but not good in rural towns - villages

routexl.com
You'd have to pay the subscription to sort 1000 out, but once you got them in order it should be easy to adapt as customers come and go.

We do it manually to get the best routes with many times that amount of customers  initially it’s a bit of work sorting it out but once done it’s simple just to add or delete jobs on each round ,

Manually will always be the best way, you need to consider what side of the road a house is on as well as things like always trying to turn left rather than right on bad junctions.

I use a spreadsheet; each area gets a column with a code.

I do data sorts on frequencies, dates and areas which lumps them together; a final sort to put them into streets and I'm ready to go.

It's just a few minutes work.

I'm pretty handy with spreadsheets though.
