HMRC can't definitively define 'adversely affected' so they've no chance with 'badly affected'. The grant is not specifically for window cleaners, so, again, there's more confusion. They have given a list of examples of being adversely affected but, ultimately, the decision of whether to claim is down to the individual.
If the virus has had a negative affect on your business from the 14th of July, you can claim.
Is your working life different? Have you had to take time off because you were ill, looking after someone, isolating? Have you been doing three days a week instead of four? Has it cost you money eg. PPE, unpaid debt? Staff not turning in?
Only the individual really knows if their business has been changed, negatively, by the virus.
