Does anyone use this I have emailed them but no answer   do you have to wet the surface first or just  dry pray it on

No you don't need to pre-wet roof tiles. I have done quite a few of these and the results should be excellent.

In hot weather it is good practise to wet a roof down with tap water first to cool it then apply the biocide , otherwise the biocide will be absorbed by the dry tile you want it on the surface of the tile not all being soaked up by dry concrete.
