i wouldn't think you would need to contact all the customers of a business if you bought it. provided you are using the data for what it was originally intended i.e. window cleaning services... you are just providing the same service.its normal to inform the customers the service provider has changed hands (unless you're literally buying the business an operating under the same name)

If a LTD and a change in shareholding / shareholder and nothing else, then yes, probably not needed. But as a sole trader, right and proper, would be to get consent.
Could this be the end of round selling! There's no way you're going to get a few hundred customers to confirm back to you they're happy.For their data to be processed by a different window cleaner.
