How to clean the parking lot of concrete from the old motor oil casts.

My problem is, I don't have drainage costs to drain water.
I won't use a pressure washer. There are many attempts. Baking soda, corn starch, powder detergent, cola, wd40, brake spray, carburetor cleaner and absorbent sand. I'll try to clean the oil, need help.
