You need to sort the moisture issue out first before doing anything

The flaking is / was almost certainly being caused by moisture .  If you haven’t eliminated it entirely then whatever you clean and reapply it will happen again.  Check it thoroughly with a damp meter

How do you know that?  Were you there?  I am trying to help but you are making it hard work!  Moisture and sealer doesn't mix,  the only exception is a water based sealer but even then the surface of the tile / stone needs to be dry.  The underneath is not so important as both the moisture and the water will evaporate together.

I am going to do test saturday  see if anything comes off with the pressure washer If it comes off then it's been painted.. with cheap floor paint  if it doesn't come off I will have to try paint stripper or something

This job I did last year it was black  I cleaned it and it turned the same due to the paint flaking  the customer wasn't bothered as it was so slippery  before cleaning  I think I will try nitromorse..paint stripper  I will go to bnq..  and get something from them  test patch it  decide then     the customer has said   they put prima on the slabs first that have gone white

Well I have finally found the problem  cheap floor paint was used on the top and they poured   white prima on the slabs then smeared it and smoothed it like artex.. on a wall it was that thick  I have used 10 litres of nitromorse .and that is the result the white speckled marks won't shift at all the light coloured flags are getting tested next week 4 of them if they don't flake after 2 weeks the lot gets colour inhansed..Ian not making much on this job but I am not losing anything Ian sorting  the old women's problem out I feel sorry for her I will post a pic   when finished        would you have walked away or am  I just a numpty for getting involved I am doing it on Saturdays I my spare time
