For that I would want about 2K plus hire cost for any suitable access equipment required to make it worth my while. That would be a sh softwash first followed by a treatment of ddac. I also would want to do a survey on the guttering & downspouts as looks like they are blocked too.

It's all pretty low level... It would be possible to clean from the ground, apart from accessing the flat roof for the front section.
We actually clear the gutters on the building twice a year, but that particular section gets full constantly - its a troff more than a gutter... The building maintenance team are supposed to clear it once a month, but they never do!
