At one time the post office paid their postmen and women to deliver flyers separately in their own time.
One of the local posties got fired because he took the flyers but didn't post them. They found piles of them in his garage.
I'm not sure how their system works now as our relative no longer works for the Royal Mail.
It does seem that the posties get to put the flyers in with their regular mail, but how they get paid is another question. We also don't know how that mail is tracked, if at all.
The Royal Mail never suspected that postie. It was the customer who was monitoring receipts of his flyer into homes in that area. Apparently he had a few contacts and he asked them to save all flyers so he could see what was delivered and when. He noted that in a particular area no fliers were delivered by Royal Mail where there were lots delivered on the other side of town. It was only then that the Royal Mail reluctantly launched their own investigation
This is probably the reason why windies and others employ a dedicated person to deliver their mailer with a tracking device so they are more assured that their leaflet has been delivered.
I would be pretty sure that Lee Pryor hasn't used the Royal Mail since 2008 for a good reason.
