How to clean this?

Yes you could use a backpack & wfp to apply a softwash mix.

1-2% SH mix - 2 application method as in this vid for on the day instant results. https://www.youtube.com/watch?v=htl6ZNKtjoA

Then if custard is willing to pay extra would be followed by treatment of ddhc.

Pics can be deceiving as the render needs cleaning too (3rd pic).
Anyway on properties like that I would not just softwash the reconstituted stone sills, lintels etc without also cleaning/treating all the render too. As the saying goes "if you're going to do a job do it properly or not at all"
