I have to admit …i'm with Trevor on this . I think you are talking out of your ring . When "I " clean block I make sure we take out at least 20 mm of sand and replace with Virgin sand. This is necessary when sealing (you cannot seal dirt ) and a matter of "principle" when "just cleaning". No brush hair/bristle/fibre will "reach" down into the gap between herringbone or interlock pavoirs.
