It would probably be very hard work to get all the paint off! It is one of those jobs "Shall I" "Shan't I" Let's face it eve3n if you got it all off and got it immaculate some scrot is just gonna Graff it again anyway
RichyYour not kidding either we stripped that paint off brick at Bourneville Retirement Homes. Only 6 small garden walls and it took two of us a week. We used a pressure washer with the Mosmatic FSC first and then a Klindex Vertika fitted with an SIC Brush!Kev

You need paint
I would jet wash it and kill the algae , then repaint the wall. Removing the graffiti is not practical or even possible without removing the paint underneath. It would look terrible if you just tried to remove the graffiti.Either that or a full paint strip, but that would be costly!
