Brown Marks on buildings from outlets

You know those brown marks you see from outlets on buildings, normally fairly new properties? What is that causes it and how do you get it off? It would really annoy me if it was on the side of my house or flat and totally ruins the look of some buildings. Thanks.

that should take you to street view, if you look around you will see a brown mark on the tan coloured render coming from the 2nd floor.

yep, rust.
It will lighten with some hypo and a very light pressure wash but I have never got it out completely.
