What flow rate are you using?

It sounds like your using just enough to get it to fire up, but then as the hoses expand it could do with a bit more pressure through it.

That's your problem.

I would say you need a minimum of 50 mayb even 60. You do need a fairly high flow rate to run these heaters.

What helps is to turn the right dial (flow) all the way down to the right. This means that the heater starts restricting the flow rate, and will then create the back pressure needed to fire the boiler up. Also the benefit of this is that if your using a flow rate of 60, then the heater throttles that down to about a 50, so you use less water, but are able to have the boiler fire up consistently.

Aslong as your pump is running constantly then your ok. If when you turn your water off at the brush head and the pump builds up too much pressure then you need to turn your dead end down.

Don`t use a controller to restrict flow when you have a boiler in the system you should use the flow control on the boiler. When you turn your flow controller the gas system does not know the flow is down so then switches off in response to the low flow of water.
