Lime scale on work surface

Hi all,

We have just taken on several new properties that have lime scale on the work surfaces in the kitchen.
We have used some pretty strong stuff on it and it won't budge it's almost like it's got underneath the coating some how.
Has anybody got any ideas on how to remove this or is it a problem that can't be fixed?
