You don't have to install common sense into them.  You have to educate them, and be seen to be educating them. Once educated it's their responsibility.

oh no it is not. you can train them and issue them with all the ppe under the sun  and they could have an accident and it comes straight back at you via the management regs.

been there seen it and had it done to me in previous job.
