I have just called the council with regards to the photographic still of the parking offence. A bit gobsmacked at their helpfulness to be honest.

I was parked fully on the pavement, that in itself can be an offence but in this case the offence relates to the fact the road had zig zags before and after the pedestrian crossing and the restrictions also apply to any pavement running up to the border of private property.

The council guy was able to sympathise with the dilemma I faced and agreed that it was a very awkward section of road and I was going about my work in what he also regarded to be the safest and most responsible way.

As a result of the conversation his superior is going to get back to me on a descision and a way forward to clean here in future. Fortunately I have no pending pcns for the 2 subsequent times I parked here but have been advised that the best thing to do is to appeal anyway whilst I wait for him to get back to me.

Well it is rare to get a council employee who is sympathetic!

Being totally honest, if it was me I would think the time spent faffing about and trying to appeal is worth more than the £35, so I would just pay it.

Added to the fact that parking on zig zags will get you 3 penalty points (which you seem to have gotten away with!) I would just pay it and be done, rather than risk appealing etc and maybe them taking a closer look.

But that's just me.  You may, quite rightly, think that there's the principle of the thing and that common sense should prevail, in which case, more power to your elbow!

Just to clarify things, I have just found this on a website

White zig zag lines

White zig zags lines are classed as duel enforcement restriction, this means the council can issue tickets to vehicles parked in contravention, likewise the Police can also issue to vehicles parked in contravention. The only difference is the Police fine also carries penalty points. You cannot park on these at any time.

The pcn was issued by the council with evidence gathered from a council operated camera so no penalty points.

Next time cover your number plate so it's not visible from camera ;) :D :)
