sorry just re-read your post mate,nat jones would be the guy to speak to regarding all the legalities and also the heaters and which one to get,and how to make them run just sweet,had mine running on 1litre per min with his advice

Fitting a hot system is easy: one cold water pipe is
                                        one hot water pipe coming out.
                                        One gas pipe into unit
The best place to fit it is just inside your sliding door so all heat and fume can go out this door.
The difficult part is understanding your new hot system.
All P u hose self destruct at 65 -70 degrees and all fittings will burst at hotter so don`t be tempted to use at hotter than these temps
Another thought is the glass could crack at 65-70 degrees.
Everyone makes a fuss of the gas fumes and believe me that not a major problem.The fittings and the pressure that builds up after you close the pole tap and the gas heater  switching off.
This little bit of water trapped in the heater unit will expand abit  due to heat in the system and its whether your fittings can take it. So much has been said about the subject and yet so little information been imparted.
One also needs to understand the difference between flow and water pressure.The slower the water flows through the hotter the water will get, the faster the flow rate the cooler the water will get and this will differ between each make of water heater. There are many factors that play a part of your effectiveness of your hot system.Some get it right my luck some don`t and have all hell drake loose in there vans and some understand there system and are able to tame the animal..
