waste carriers licence

hi

does anyone know which waste carrier licence (lower tier or upper tier) is required for dumping moss/sludge/leaves etc from cleaning peoples gutters? i've read another thread where someone said that i would be the procer of the waste and therefore only require the lower tier licence as opposed to the upper tier for carrying other peoples waste. anyone know for definite on this?

Upper tier allows you to broker or store waste which means you can keep a heap and then dump it in one go. Lower tier just allows to to remove from site to transfer station.    It is fine for domestic stuff but commercial may need SIC codes etc etc etc.
 I have upper tier so I can store needles into one bin and dispose of them when the bin is full else you would have to pay bin costs for maybe one sharp

I would check that as its not what EA told us, we are registered Upper tier as part of our work involves transporting other peoples controlled waste.
They are easy to contact and provide free advice.

You can ring them and get a different answer each time. Thats how it was explained to us. I never dealt with it but the office general never moaned about heaps of paper. They don't seem too worried down here - can't see the "migratory workforce" bothering with it and they - well you know  ;D

Online info is unclear, Maybe system has been improved as paper work last year was a simple form. Like most things Pa1, IPAF, Stand pipes etc most dont have it, chances of ever getting caught slim. We now show it on all quotes, which then informs customer and lets them choose, 'Muppet' company without the required accreditation or a hobbyist  company ;D.

I did have one until last month. I never once needed to take it out the folder in the van so didn't bother to renew. To be fair I rarely transfer waste in my town as all the houses have green waste wheely bins.

Was under the impression you was a gardener, is it not free for you ?

I used to move about more than garden waste when doing complete garden clean ups but had stopped that some time ago.

I had no idea it was free for green waste which is all I transport to the tip now. I've just registered again. Thanks for that.

We have one due to the fact we clean various things for the EA - Roofs/Solar Panels/Windows Gutters etc They want
IPAF - PASMA - CSCS - They also want RAMS as though they are books  ::)roll

They never bother with the silly stuff like CHAS-SAFE CONTRACTOR etc THEY WANT SITE SPECIFIC

The Waste Carriers Licence doesn't cost too much and lasts for 5 years - worth it in case you get caught.
