his company Flowserve International posted him there for 2 years, oil industry is a growing thing over there.
He hated it at first after 3 men tried to mug him and the situation ended with 2men knocked out and one running, so my dad walked off with his pizza   
joking aside though everything is bent over there, if the police pull you over you have to pay a fine even if you didn't do anything or you don't get your passport back lol
