HSE Ladder Leaflet

 Don't know if anyone has seen this but my local council are know directing
 window cleaners to read and use this leaflet :-

  I have since sent a mail to them asking them on how they veiw the new HSE
  regulations. Looking at the leaflet it is a ' no, no, X ' cleaning a window
  with the ladder pitched at the side. How many times I have done this when
  I used ladders as there was no way of pitching the ladders above or below the
  window.

   Is this action deemed legal or illegal , I'm awaiting their comments. Should be
   interesting.
