Not really, the TDS does not give you all the information i.e. what the dissolved solids actually are.

Try it. Wash your windows with tap water, if it works without streaking (personally I doubt that it will) then crack on.

I tried my own this morning wth just tap water at 360ppm for a laugh to see the outcome and came out rubbish so i wont be doing that again anytime soon.

DI only, you won't be saving much time or money.
Just stick it through and be sure rather than guessing

I wouldn't clean at 30ppm.

Resin will last ages and ages with only 30ppm, don't know why you're so keen to get rid?  Its tax deductible after all.
