possibly hard water marks from custies hose when hosing plants or grass. difficult to get off with pure water alone. there is a product my mate uses i forget the name of it. like a paste rub it on and rub it off good on glass and upvc. ask your supplier if hes got anything like it. i know i shall be stocking up on it next visit.

If it is marks from hard water staining, Mr Muscle do a spray that works very well just spray on and wash off, all the supermarkets sell it for under £5, it is called shower glass cleaner or something like that.

with the bad weather we have had the past year or so 

i find some custys have been cleaning their own windows before i get round you just got to look for the signs .

patio doors and kitchen windows seem to be the worst culprits.

IMO  there is a lot of debris/ dust flying around, i too am getting lots of custys windows with dust on the glass

I've also noticed that some frames are chalky hence milking when rinsing.

the dust on the windows is lack of rain, but loads of wind ! think we will all be having the same problems! but at least our customers see the job we do:)

A great way to remove those white spots is to scrub with a microcleaning hand pad (magic eraser pad) just damp one with water and scrub glass until spots are gone, you can scrub as hard as you want as these pads will not scratch the glass.

What frames did they have?  I used to get white spots on any windows with the really old aluminium type double-glazing.  Never figured out exactly why or how to avoid it ... seemed to be something that just came out of the frames no matter what I tried to do.

I'm guessing your problem was due to oxidation of the aluminium windows.
