And they are both natural gas - no good for window cleaners requirements

I think the water heater you have looked at on ebay is the eco temp L6 ? I have been using the L5 for at least the last four years, I inported it from the US. Good points it heats water and was quite easey to install. Bad points because its a open vent you have to leave at least one door open so it is vented. You also have to run at a high flow rate for it to work . I find a 19kg bottle of lpg lasts me an average of five weeks £39 ish from a normal outlet, but I get mine from a catering frend £21. Adam

It's an L5 you cannot fit a flue, you need to leave the doors open

What would happen if you closed the door to lock the van whilst working?
Could you leave the window open a crack to not fill the cab with CO?

I wouldn't advice to close the doors when using this heater, you need good ventilation

Yes is due to the fumes.

I built  a  flue for mine, unlike all the other people that use it even with the door open there vans still get carbon monoxide in them, with the flue I built I can pull the back doors together, not shut, and 99% goes out the van.

dont think there is really, unless you heat up the water over night with electric heaters,

Darren in answer to your question. It's both air intake and fumes.The intake needs air to burn the gas which will become fumes and flow out of the van. As I see it closing your van door the air needed to work correctly will be replaced with fumes and the flame will die. Even if you have a flue you will need air intake to keep the gas flame going.
