Try the nice and gentle approach to start with, soak it and maybe a scraper. Use plastic scraper when in contact with the slate and don't rub, srape and wipe, always soaked.

If that doesn't work then try a mild acid cleaner. Kev Martin sells a phosphoric acid cleaner which would do the trick.

Yes get them back to clean up properly.
All joking aside, and seeing your latest post, phosphoric might "mark" so you may need to re-polish after stain removal.

I would say as long as thoroughly pre-wet and applied to the mortar stain carefully then no.

That said, it's Monday tomorrow so you could always ask Kevin.  :)

edit: I notice Roger has posted. He works with stone and slate all the time and so looks as though phosphoric is likely to take the finish. The mortar may have already taken the finish anyway so either way looks like a re-polish.

Bit confused with this post to be a little honest!

Can you clarify a few points before I offer advice:

1.  Is it polished slate?
2   Could it be a slate with a topical sealer on it?
3.  Did you polish it?
4.  If so what with?
5.  Or did you inherit it like it?
6.  The cement that has been dropped on it:  Is it lumps or just smears?

I realise I am asking lots of questions but I want to offer you the right advice!
