If he has gone bankrupt or even entered an IVA he will have had to declare all his creditors. If you were not included you can write to him and request you are listed as one. If he was LTD at the time he will have limited liability. If any of the work was completed after bankruptcy or not being limited he is personally responsible. However, if he is now bankrupt or in an IVA ypu can either declare an interest or drop it. Either way legally it will be up to his Insolvency Advisor who will assess what you receive. 
Selling the debt may be a solution but as far as I am aware a bankrupt or IVA can't be touched without the Insolvency Advisors green light.

In these situations, I believe you are only one of two types of people.

1. You go and get your money. 

2. You suck it up 

It seems from your opening post that you already know which one you are.

For the record, mate, there's no shame in it, just keep moving forward, and don't waste another breath on these losers. An expensive lesson, but I am sure you will never let something like this happen again.

phone call after phone call and he was offered many chances to pay, i even asked him if he was struggling to pay we could work something out and pay a bit at a time, but still no joy, even though he must have known he was going bankrupt he still couldnt be honest with me,

There was some sign offs missing due to the fact i was loooking after my father at the time and was spending nearly every waking hour with him, so i suggested that he didnt pay me for the ones he hadnt got as although i knew they were done i accept he and arl didnt have proof that they were done,(not that many) and to make me an offer off of what he owes me, promised to get out the paper work and make me an offer - never materialised,

Or are you assuming?

If he is Bankrupt find out and contact the administration who is dealing with it.
At least you can claim it as a loss.

yes they do, and as i accepted that was my fault i asked him to take off anything he had been fined for and anything he hadnt been paid for and make me a settlement fiqure, which he said he would do, unfortunatly he was fibbing
