Stand the barrel on the floor get a block of wood or something similar gaffa tape a felt tip to the top at the required depth and run it round. Then use a jigsaw with a course blade on slow.
Sounds a good project.

Yeah draw round it first then drill a hole on the line. A jigsaw with a coarse blade. Don't go freehand it will be all over the place!!! Best of luck with that

To get a straight line use emery cloth - the sort you get on a reel obviously for bigger jobs the green gear decorators have would be good. If you don't have that use a ratchet strap and measure nicely. I did a painted pebbledash house yesterday and after he asked me to clean the limescale off his slatted pool cover - to stop the bits going everywhere I cut a hole in the bottom of a bucket and used the turbo. No wonder he had limescale as the pool was 31 degrees
