I think it is water that is altered to make it 'corrosive' by adding a oxygen molecule to make it h3O ( instead of h2O )

Or it might be water treated with ozone, like CFR uses

Adding an oxygen atom (a molecule is O2) would make it H2O2 - ie peroxide.

I think they are just cleaning with pure water (ro) which will clean more powerfully  than untreated water. The rest is just BS.
