You may be thinking about the public sector contracts that can be emailed to you. You can get them free from www.businesslink.gov.uk/contractsfinder although they tend to be the larger contracts

you can get private tender works from companies but you will need to pay for it.

tendersUK, tendersdirect etc.

just type in tenders uk into google and have a look - most are bigger value but it means if you get one that the initial outlay is recouped very easily
