estate (buildings owned or leased by the Trust) is set across
approximately 5 400 square miles in the North West of England, and
situated within the geographical boundaries of Cheshire, Merseyside,
Greater Manchester, Lancashire and Cumbria.

II.1.5) Short description of the contract or purchase(s)
The North West Ambulance Service (NHS) Trust (NWAS) Trust wishes to
identify and procure the services of an organisation to provide a fully
managed premises & facilities cleaning services for their large estate.
The estate comprises of 114 properties, predominantly Ambulance Stations
with regional headquarter buildings, training centres and corporate
offices set across approximately 5 400 square miles in the North West of
England, and situated within the geographical boundaries of Cheshire,
Merseyside, Greater Manchester, Lancashire and Cumbria. The strong
preference will be for a single organisation to provide the services for
the whole Trust across North West England. However, there may be a
requirement to divide the contract into lots based on geographical
boundaries. It is anticipated that the contract term will be for four
years, with the option to extend the term for one further year.
NWAS seek to promote high standards of cleanliness across the estate and
the scope of the service may comprises (but is not limited to) scheduled
cleaning; reactive cleaning: responses to ad hoc needs e.g. spills, leaks,
flooding; deep cleaning of all sites and locations; other ad hoc services
as defined within a schedule of rates, materials management; and the
provision of janitorial products, equipment, uniform and personal
protective equipment (PPE) required to perform the service – conducive
with the need to provide a high quality fully managed service.
Please note; it is anticipated that there will be an expression of
interest from an internal in-house team. Subject to the same
pre-qualification rules and requirements as all other bidders, the
in-house team may submit an internal bid. Again this will be evaluated on
the same basis and merits as all other bidders. Rigorous steps have been
taken to ensure that there will be no conflicts of interest with an
internal bid. Segregation of duties has been applied between a potential
internal bid and external bidders. NWAS are fully committed to a fair and
transparent competitive procurement process, where all bidders will be
treated equally with high standards of integrity to achieve value for
money.
