I'm sure he is a great guy, but on a yellow card as you say he has to be self employed and this means that he has to be registered with HMRC for tax and NI purposes. Is he?
It also means that he can't legally be employed by A. N Other, (how may times has that subject been covered on here :)) so must have his own business. :)

yes helen he is registered at hmrc, he used an accountant for his tax return this year, and paid tax when working on a construction site, there are a lot of willing people who want to work in this country but it is a bad struggle for people who want to try and get a start. his english is ok but not fluent he can make himself understood, he lived in the usa for 11 years, he has a bulgarian driving licence which he will change for a european one soon,  here completely legal status, no problem and willing to work hard, which seems to be  a problem for people running larger operations who employ, and then get messed around by them im just investigating every opportunity for for him at the moment.

Good for him, being registered, so many don't and it causes many many problems. It's a struggle for anyone wanting to start up at the moment, why doesn't he go out canvassing and get his own business up and running? In fact you could help him out with that.
The problem here is that he has to work on a self employed basis and larger or smaller operations are looking to employ, not sub contract. :)
