Would it move if you had a front end collision though?  I guess it's hard to tell until you have one.
I have a horrible feeling that this is one of those instances where if someone needs to ask the question, they may well be better off paying someone else to do it for them.  I may be wrong of course but I hate the thought of someone being crushed to death by a ton of water in a collision that was otherwise survivable.
