what is the best way to remove cement from glass and upvc?

WITHOUT SCRATCHING
Please give me a a few varied ways......

try a few gentle taps with a hammer,remember to support the underside with ur other hand,should gets most of it off.
The remainder soak with soapy water and gentley scrape with a rigid decorators scraper,going in one way strokes

use plenty of water, maybe get a helper to drizzle water  above the cement as you gently scrape

dont wipe with a rag until the waters washed  the cement  grits away

try a bit of limescale remover, leave it to soak for 5 mins, it will break down the lime in the mortar and soften it up.

Ahh that must be a cheaper way than what I saw on YouTube somthing hammer windy in Australia.

lots of soapy water and a sharp scraper and work gently at ages , little at a time

have shifted loads over years care of friendly builders lol. with this method
